PANJSHIR, PRT CC KLE: Governor Bahlol is in the valley. Attended memorial service for Governor Bahlols nephew; nephew was killed in an automobile accident. Governor was at his office in the a.m. then spent the rest of the day in Anaba. Met with Bazarak Mayor, Abdul Khabir Bakhshi for meet-and-greet. He took the opportunity to define his vision for Panjshir, which included more public services, road access, and community gathering sites (bazaars, parks, etc
