010700Z TF CINCINNATUS PANJSHIR PRT KLE MEETING

PANJSHIR, PRT KLE ENGINEERS: Attended/participated in Khenj District Judicial Building ground breaking ceremony (IO story forthcoming). Once ground breaking ceremony was completed, workers continued leveling and excavating the site. There were 14 unskilled laborers and 6 skilled workers on site. QA/QC Pukh HS. Contractor completed all wiring with 100% conduit usage. Pukh is the only school in the valley utilizing 100% conduit. Recommend all future contracts specify conduit wiring as the only practice for electrical work. There were 30 laborers were on site. XO met with Acting Director of Economy for the province, Mohammed Nabi. Discovered that the programmed staff for the directorate is 11 personnel. Currently, there are only two employees. Last director, Amin Daqiq, quit because the Ministry was unable to offer competitive wages. Next meeting is scheduled for Apr. 15. Planned meeting topics include budget review and progress made by the director with the Ministry in Kabul.
