The convoy, a CLP from ( %%%) was confused by arm/hand signals and continued to FOB %%%, forcing IA to cut wire to IED. \012\012UPDATE: %%% NOV %%%\012On 16NOV09, while conducting a KLE at COP %%%, CDR/A/-%%% was told of 1x command wire IED which had been recovered by IA/%%% Counterparts and taken to COP %%%, IVO MC %%%. QRF and EOD were requested for interrogation of IED.\012\012EOD assessment: We believe that this is a %%% IED. It appears that its container is a light metal. It was command wire detonated, using a flash bulb as a %%%. This was probably the same kind of IED that struck the %%% on %%% OCT %%%. EOD recommends that this item be recovered intact from the IA, for further exploitation.\012\012BDA: 1x IED containing approx. %%% wire, and %%% casing. Currently in IA possession.\012\012S2 ASSESSMENT: %%% is known to operate in %%% Ar %%% close to were this IED was found. There have been %%% IED incidents within %%% kilometers of this IED %%%. Due to the fact that there is no reporting or a comprehensive report on the IED composition, it is difficult to say who was responsible. Given the fact that it falls within the operational AO of an active %%% cell that has been responsible for previous IED incidents it is highly likely that they are responsible for this IED.\012\012///CLOSED/// %%% NOV %%%
