/ :%%%\012\012INITIAL REPORT\012\012WHO: %%% Co /%%% IN (Cold Steel %%%)\012\012WHEN: %%% Jun %%%\012\012WHERE: %%% LD %%%\012\012WHAT: Arrest\012\012At %%% Jun %%%, an Arrest was reported by %%% Co /%%% IN (Cold Steel %%%) to TF SPARTAN, in the %%% Ad Din Province, Ad %%% vic. %%% LD %%%. Cold Steel %%% conducts %%% lead %%% IVO Ad %%% (LD %%%) IOT capture/kill (/%%% MTN BDE %%%). Cold Steel %%% reports 1x Detainee (Jackpot), found hiding in a water tank. Cold Steel %%% reports no injuries, no damage. \012\012FOLLOW UP REPORT:\012Initial search of the vicinity revealed negative results, but during SSE target was discovered hiding in a water tank fully submerged. He surrendered and %%% PID target. Target was brought back to Patrol Base %%% and inputted into BATS %%%. After conducting analysis, there were no matches in BATS. A cell phone was also found in an A/%%% unit with no %%% card and a fake ID card with the name .\012\012 : %%% was a very well connected and influential leader in the SaD AQI/ISI organization. He was personally involved in the planning and execution of numerous high profile AQI/ISI attacks IVO %%% and was (%%% AQI military emir of SaD) direct subordinate. /%%% MTN had been receiving reports of %%% avoiding their %%% over the past several months because he was aware CF were attempting to apprehend him. The HUMINT teams of AO Spartan had not received any reporting on this individual, which suggests that he might not have been involved in local AIF activity but was rather using AO Spartan only as a safe bed down location while moving between other %%% that he was orchestrating AIF activity in. The fact that there was so little %%% material at the %%% objective suggests that %%% did not permanently live IVO Ad %%%, but rather was just there temporarily. Additionally, %%% was not armed and did not even have a PSD, which suggests he was trying to keep an extremely low profile and was confident that he would not be targeted. All this in conjunction with the single cell phone and false ID card strongly indicate that %%% was only in Ad %%% for a short period of time. \012\012What is significant to note is that %%% had an extensive history of involvement with VBIED attacks and since the beginning of %%%, AO Spartan has experienced an unprecedented number of VBIED attacks. It is possible that %%% was running intelligence operations for targeting in AO Spartan and possibly coordinating to have the %%% prepared and moved into the AO with AQI/ISI elements from other areas (to include Diyala province and the %%% region). As of yet, there has been no reporting to support this, but if VBIED decreases or ceases, it %%% by absence.
