Director Neverov August 12. Neverov said Russia appreciated
the early notice and the clarification of the goals and
limitations of the mission contained in the talking points,
and noted that such clarification was especially important
"because Saakasvili will want to portray any U.S. military
engagement as building up his military against Russia."
