(S) Econoff discussed reftel points and shared reftel's
background paper with Vladimir Prokhorov, Senior Legal
Advisor for the MFA's Department of New Threats and
Challenges. Prokhorov expressed thanks for the
pre-notification but had no immediate response regarding the
list of proposed individuals. He said the GOR would keep the
USG informed of any GOR action against the proposed inviduals.
