On 30July2007 we contacted GOV Taqwa to inform him of the possible drop. He stated that he had a delegation in the area to receive all goods. We left the airfield around 1120 due to scheduling and mechanical issues. We dropped about 3000lbs of rice, beans, tea, cooking oil, tarps, and some other misc. aid items out of two Blackhawks. As we orbited the Surkh Parsa district center looking for a spot to drop the supplies, people started to come out and waved to us. We dropped the supplies about 200m south of the district center, as it was too dusty to drop them on the north side of the center. They were dropped from about 10-20ft and all supplies appeared to be unbroken or damaged. We witnessed people from the district center moving to the area to where the supplies were dropped before we exited the area. The unloading operation took less than 5min and returned to base immediately following the drop. From my perspective, there appeared to be very little actual flood damage to any parts of Ghorband. The rivers and irrigation canals did not appear to be flooded in any way and there were no additional signs of erosion damage to roads or land along the river. The road that infamous bypass up the side of the mountain bypassed almost looked usable minus one area with some standing water. It looked as if other vehicles recently used the road to avoid the bypass. It appeared that there was little other damage to the Bagram area on our flight path. There were some areas that had some standing water, but it couldnt be determined whether or not they were already being used for irrigation or not.
